Occasionally, restarting the race after a finish will give you control of the car before the cutscene and countdown end. You can then reverse, cross the starting line with inital speed to start timer, and finish a few seconds faster than expected.

Backtrack to corner straightaway before Gambon turn (not too far down it), go to start line, complete quick loop around (Wilson, left of Chicago, Bacharach, Gambon) to finish with exploited time.
